The project produced the following
results:
- Developed the overall guidelines to steer the preparation of the NSDS ;
- Prepared a concept and draft of the National Sustainable Development
Strategy up to the year 2020 ;
- Through the Belarus Economic Journal and other mass-media supported the discussion of alternative strategies for socio-economic transformations, environmental issues, the balance between sustainable resource utilization and conservation, regional policies and other aspects of socio-economic development;
- Developed Belarus technical cooperation reports ; created a database and reference system on Development technical cooperation to Belarus.
SPECIAL FEATURES:
The Project implementation coincided the preparation for the Summit on Sustainable Development (Rio+10). Therefore, UNDP involvement focused on cooperation with a wide range of academics, decision-makers and NGO activists in the formulation of the NSDS and debate on the nation's development issues as well as follow-up actions on national level.
In spite of the national level of the Project, there were a number of important local activities of the Project - support to initiatives of public and government cooperation on development and implementation of Local Agenda 21.
The project:
* Established the Project Advisory Council
(PAC) and the Public Advisory Body (PAB) and the mechanism of interaction
between PAC and PAB;
* Ensured broad NGO’s and independent experts’ participation in the process of NSDS development, including regional and local groups in the strategy drafting process,
* Released articles (13) on SD through the “Belarusian Economic Magazine” and other mass-media,
* Prepared Analytical Report on Belarus’ SD progress (1997-2001), Prepared recommendations on development of the Concept of NSDS for Belarus up to 2020;
* Developed the Concept of NSDS for Belarus (December 2002),
* Prepared the draft version of NSDS for Belarus (July 2003),
* Organized an International Conference on Sustainable Development (October 2003, Minsk) and released the final version of the NSDS,
* Prepared database on Development Cooperation (DC) in Belarus, including Report on DC to Belarus for the period 1999-2001 within the framework of NSDS (2003),
* With participation of the PAB, Ministry of Environment and Institute of Economy developed the draft documents for the registration of the Center of Sustainable Development (an independent non-profit organization) for assistance in implementation of the NSDS-2020 and for monitoring of sustainable development (December 2003),
* 16 regional meetings and round tables on
SD issues with participation of local authorities and NGOs were organized,
including 9 workshops, 3 round tables, 1 cafe de science, 1 section in
conference, 2 study-tours
(Estonia, Poland). |
