Regions Discuss the Administrative Procedures Reform

26 March 2008 - A series of workshops on improving administrative procedures was launched in Belarus on 25 March. Brest hosted the first seminar arranged within the UNDP project “Promoting the Administrative Procedures Reform in Belarus” implemented by the National Center of Legislation and Legal Research of the Republic of Belarus.

Regional, municipal and local authorities as well as NGOs of the Brest region participated in the workshop. Together, they reviewed the national legislation on administrative procedures and discussed ways to improve it. The participants learned about new draft legislative acts on administrative procedures, including the ones concerning legal persons and entrepreneurs. Officials from the Ministry of Economy, Ministry of Justice, Minsk City Executive Committee, and Administration of the Partizansky district of Minsk City shared their practical experience in carrying out administrative procedures.

“The objective of the workshop series is not only to provide the participants with new information, but also to get their feedback, discuss the problems people are facing in their local communities and include them in the process of improving the shortcomings in our legislation,” noted Liudmila Panferova, Deputy Director of the National Center of Legislation and Legal Research of the Republic of Belarus at the workshop opening ceremony.

According to the UNDP Project Manager Dmitry Frischin, in addition to workshops for state officials and civil society representatives, the project will organize a broad public discussion of the draft law “On the Fundamentals of Administrative Procedures” in the media to listen and take account of the opinions and recommendations of common people and civil society representatives.

The workshops on promoting the administrative procedures reform in Belarus will be arranged in all regional centers of Belarus during 2008. The workshops should result in proposals that may be incorporated into the draft law “On the Fundamentals of Administrative Procedures” and identify the key issues regarding the implementation of the administrative procedures reform at the local level.
