New National Human Development Report Will Review Competitive Advantages of Belarus Regions

The UN Development Programme has launched the project on elaboration of the National Human Development Report for 2012-2013. The 9th NHDR for Belarus will present an analysis and assessment of the competitive advantages of each oblast of the country in close linkage with human capacity development.

The new project aims to elaborate the unified national concept of regional economies’ competitiveness and methodology for its assessment, to compare socioeconomic context in the regions, to identify economic and social growth drivers and to develop recommendations on how to improve efficiency of the regional economies and to address disproportions in the living standards and quality of life of households in the regions.

The National Research Institute of Economics of the Ministry of Economy has been designated the Implementing Agency on behalf of the Government of Belarus. The project also expects to involve the National Statistical Committee and the Ministry of Labor and Social Protection of the Republic of Belarus as well as departmental research institutions, representatives of private sector, non-governmental organizations, research magazines editorial boards, education and research establishments. The national and international experts have already started preparation of the Report.

– One of the distinctive features of the new NHDR will be the use of international expertise and best practices which will be adapted to Belarus’ context so that to give a new impetus to further development of the regions, – said Julia Dzingailo, UNDP Programme Analyst.

In addition to preparation of the Report, the project intends to arrange roundtables for discussion of competitiveness of the Belarusian regions as well as training workshops for the team of experts and other stakeholders. At the completion stage, the project will organize an official presentation of the NHDR for representatives of the government authorities of different levels, education and research institutions, centers for political decision-making, non-governmental organizations, donor community and general public.

– Development of productive forces based on competitive advantages of different territories is a key instrument for improving well-being of people, – believes Aleksander Cherviakov, National Project Coordinator/Director of National Research Institute of Economics of the Ministry of Economy. – It is also important to identify regional competitiveness drivers and to create environment for their full realization.

For reference: The first Global Human Development Report was presented by the United Nations Development Programme in 1990. Since then the Report is an annual publication aiming to facilitate global human development. The Reports promote innovative ideas, make an analysis of policies and impediments to human development and offer practical recommendations on addressing the identified global socioeconomic concerns.

The National Human Development Reports follow the same patter and reflect the situation at the country level. The first NHDR of Belarus was presented in 1995. The Reports for the previous years are available at http://undp.by/ru/undp/nhdr/2005/.
