International Workshop in Minsk Discusses Specialization of Economic Courts in Belarus

Participants at an international research and practice workshop in Minsk have discussed ways for specialization of economic courts in Belarus and suggested improvements in the country’s legislation in the respective areas. The workshop was held at the Institute for Re-training and Qualification Upgrading of Judges, Prosecutors and Legal Professionals at the Belarusian State University on April 18, 2013.

The event took place in the framework of the UNDP project "Facilitating the Improvement of the Court System in Belarus through the Development of the Specialisation of Courts", and benefited from high-level participation of legal professionals, members of the judiciary of Russia and Belarus, and international experts. Participants in the workshop included Mr. Victor Kamenkov, Chairperson of the Supreme Economic Court of Belarus; Mr. Sanaka Samarasinha, UNDP Resident Representative in Belarus; Ms. Tatiana Andreeva, Deputy Chairperson of the Supreme Economic Court of the Russian Federation, and Mr. Maurizio Mensi, Professor of the Academy of Economy and Finance in Italy.

Mr. Kamenkov delivered a speech on economic litigation as a special type of justice administration stipulated in the Constitution of the Republic of Belarus, Ms. Andreeva presented the Russian experience of resolving economic disputes through the specialisation of economic courts, and Mr. Mensi addressed the resolution of economic disputes in the European Union.

This workshop is the fifth in a series of international events for academics and practitioners conducted as part of the UNDP project. The previous workshops covered juvenile justice, appellate and administrative justice, and refugee rights. Support for these workshops had been also provided by the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Children's Fund (UNICEF).

The final workshop, on alternative dispute resolution, is scheduled for 30 May 2013 and is expected to result in recommendations on improving the Belarusian legislation in the respective area.

Background on the project: The UNDP project "Facilitating the Improvement of the Court System in Belarus through the Specialisation of Courts" promotes access to justice for the Belarusian people, and particularly for socially vulnerable groups, by facilitating effective and professional performance of the judiciary system. It is implemented in cooperation with the Institute for Retraining and Qualification upgrading of Judges, Prosecutors and Legal professionals at the Belarusian State University.
