Ways to improve legislation in the sphere of agro- and ecotourism are discussed in Belarus

Ways to improve legislation in the sphere of agro- and ecotourism are discussed in BelarusRound table discussions were held in Hrodna and Brest regions of Belarus. The participants of the round tables aimed to elaborated approaches to improvement and modernization of legislation governing agro- and ecotourism sector. The events were organized by the Local Entrepreneurship and Economic Development Project of United States Agency for International Development (USAID) that is implemented by UNDP.

Round tables in the regions of Belarus followed the kick-off round table meeting that was held in February 2013 in Minsk.

In the course of the round table meetings the representatives of the Ministry of Sports and Tourism of Belarus, regional authorities, NGOs, private business and higher educational institutions had an opportunity to familiarize themselves with Project experts’ assessment of the existing legislation of Belarus and to discuss the possible ways to improve the legislation.

Maria Meschanova, Project’s leading national expert on tourism legislation, emphasized that recommendations proposed during the round tables were based, among other things, on the comparative analysis of the Belarusian legislation and legislation of other countries which have positive experience of agro- and ecotourism legal regulation.

In particular, Belarusian legislation assessment shows that it is necessary to separate the notions ‘agrotourism’ and ‘ecotourism’, improve contract regulation of relations in the sphere of agro- and ecotourism services provision, simplify legislation in the sphere of lending, improve informing of agro- and ecotourism entities on the legal issues (establishment of a data bank), etc.

It is planned to hold a final round table meeting in Minsk in the near future. This round table will summarize the results of all the previous discussions and will elaborate final recommendations on improvement of the Belarusian legislation.

For reference: USAID Local Entrepreneurship and Economic Development Project, implemented by UNDP, is aimed at boosting the role of private sector in the economies of Brest and Hrodna regions and in the whole tourism industry of Belarus. Project budget is USD 1,965,000. The Ministry of Sports and Tourism of Belarus is a national implementing agency of the project.
