The BUMAD programme is an umbrella programme benefiting Belarus,
Ukraine and Moldova. The overall objective of this programme is to reduce drug
trafficking from and through these countries towards EU Member States. The
programme adopted a balanced approach addressing interdiction aspects as well as
demand and regional co-operation aspects.
The agreement between UNDP and European Commission was signed late December 2002.
BUMAD-1 in Belarus
In middle August 2003 BUMAD-1 document was
signed by all the interested parties in Belarus:

from the side of the Government of the Republic of Belarus
- by the Ministry of Economy as a national co-ordinator of technical
assistance international programmes;
-
from the side of Executing Agency - by Minister of the
Interior; and
-
from the side of UNDP - by UN/UNDP Resident Representative
in Belarus.
The BUMAD National Coordinator was Mr.
Aleksandre Soldatenko, Head of the Morals and Drugs Trafficking Department, the Ministry of the Interior.
BUMAD-1 in Belarus was composed of 6
projects (seaport control component is excluded):

Legal assistance: to reinforce and harmonize drug control
legislative and regulatory frameworks;

Land border control: to strengthen land border interdiction
capacities;

Police intelligence: to develop compatible system for drug
intelligence gathering and analysis;

Police and prevention in the community: to develop
prevention skills within Police forces;
-
Drug observatories: to reinforce monitoring of drug and
drug abuse in the region;
-
NGO networking: to reinforce NGO in the field of treatment
of drug addicts and harm reduction. |
