Project Objective & Brief Description: |
The new project is a logical continuation of the BOMBEL-1 project “Enhancing Border Management in the Republic of Belarus”. It was elaborated as an initiative which supplements other programmes and avoids duplications with other activities implemented in the Republic of Belarus. The main objectives of the project are:
1. improvement of the State Border Guard Committee’s capacity to effectively manage immigration flows, border controls and border surveillance (“green” border” protection),
2. establishment of a data processing system at border checkpoints,
3. development of effective interaction with key European information systems with a view to make an effective contribution to the EU integrated border management strategy,
4. development of standardized measures and procedures in line with the EU’s best practices in training, technical equipment, infrastructure development, and border management.
The project is funded by the European Commission and the United Nations Development Programme, and is implemented as partnership by the UNDP and the State Border Guard Committee of the Republic of Belarus. The European Commission and UNDP allocated respectively €8,800,000 and €226,000 for the project implementation.
On 28 August 2006, the project was officially registered in the database of international technical assistance projects and programmes of the Ministry of Economy of the Republic of Belarus (registration #2/06/000278).

The project includes the following components:
1. “Improvement of border management methods” - studying positive border protection experience of EU border management bodies, aimed at effective introducing EU standards in coping with smuggling of transport, weapons, explosives, and dealing with asylum seekers. 11 seminars and trainings are to be conducted within this component.
2. “Strengthening the technical potential of the Border Troops” – modernization of the equipment used by the Border Troops of the Republic of Belarus in line with the EU standards and requirements in order to improve the performance of border management, border control, data transfer and exchange, “green border” protection”, communication and information exchange. Major activities will be:
- provision of border protection units (detachments) with motor-cars and lorries;
- setting up a reliable Automated Border Control System (ABCS) at road, railway and simplified border-crossing points being able to process biometric data;
- deployment of 7 mobile frontier posts, and providing 3 functioning mobile frontier posts with additional equipment;
- development of a computer-aided criminal offenders’ registration and search system.
3. “Construction of the Temporary Accommodation Centre for irregular migrants in the city of Pinsk (the Ukrainian border) with appropriate equipment and furniture”. The main task is to provide for separate keeping of persons, who were detained at the crossing of the State frontier for different reasons, in line with the minimum standards of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT). |
