Project Objective & Brief Description: |
The project is a logical continuation of the European Union's
efforts to integrate the Border Guards of the Republic of Belarus into
the common system of pan-European policy in the sphere of justice and internal
affairs. The main objective of the project is to introduce uniform standards for
the border control agencies of European Union countries into the activities of
the Border Guards of the Republic of Belarus to combat trans-border
organized crime, establish and apply modern border control systems, manage
migration flows, use modern communications equipment, means of automation,
border and radiation monitoring, and increase regional cooperation.
The Programme is financed by the European Commission and the
United Nations Development Programme (UNDP) in the Republic of Belarus. It is to
be implemented through the UNDP in cooperation with the State Border Guard
Committee of the Republic of Belarus. The European Union has allocated
?4,412,150 and the UNDP ?221,000 for the implementation of the program. The
Programme was officially entered on the register of international technical aid
programs and projects of the Ministry of Economy of Belarus on May 28, 2005. Its
registration number is 2/05/000191. The National Coordinator is Mr. Anatoly
Chirak, Chief of the International Legal Directorate of the State
Border Guard Committee of the Republic of Belarus.
BOMBEL I includes the following activities:
1. The improvement of border control methods, which envisages
the examination and unification of formalities and procedures used in EU
countries that make it possible to implement a coordinated border control
policy in European states on the basis of uniform standards in major areas of
border control, the prevention of trans-border organized crime, the struggle
against terrorism, illegal migration and forgery, and counteraction to illegal
transfers of radioactive and nuclear substances.
In order to develop trans-border cooperation, this project
envisages the organization of an international regional conference on measures
to improve border control procedures, the control of the green border, and the
management of migration flows.
2. The development of the infrastructure of the dogs training
centre of the Border Guards in the city of Smorgon, which envisages measures
to increase in the number of service dogs provided for the Border Guards,
improve their gene pool and housing conditions, raise the quality of their
training, create training and methodological facilities for more efficient use
of dogs at airport, land and railroad checkpoints and on the green border.
3. The creation of a modern infrastructure and the
improvement of control procedures, which envisages the integrated automation
of air checkpoints; the development of an integrated telecommunications
network of border control units; the establishment of laboratories for
examining documents; and the creation of proper training and logistical
conditions for the purpose of increasing the reliability of border control,
reducing the time of control operations, efficiently detecting border
offenders and forged documents, and exchanging information.
4. The establishment of a 30-bed temporary accommodation
centre for migrants from among border offenders in the city of Brest in
accordance with the standards set by the European Union for this type of
institutions. This would make it possible to set up a centre for training and
retraining staff members of the existing centres in the cities of Grodno, Lida
and Smorgon. |
