On 11 December the UN Office in Belarus hosted a briefing for journalists on the UNDP project "Support to Increased Use of Information and Communication Technology in Belarus"
The strategy of the «Internet -2» project was developed jointly with the Ministry of Education, governmental agencies, non-governmental organizations and educational institutions. The support was provided by the UN Office in the Republic of Belarus.

One of the core features of Human Development Reports is the Human Development Index, which is basically a composite indicator measuring average achievements of a particular country in three basic dimensions of human development: a long and healthy life, knowledge and a decent standard of living.
Today, I am happy to make the point that these principles mentioned above, were utilized as a basis for preparing this year's National HDR in Belarus.

The book entitled «Belarus' Sustainable Development Strategy: Continuity and Renovation» has been disseminated among the libraries of all higher educational institutions. The publication, which is unique by the scope of coverage and integrity, provides in-depth analysis of the implementation of the First National Sustainable Development Strategy (NSDS) in Belarus which was developed and adopted by the Government in 1997.

Second Session of the International Dniepr Basin Council (IDBC) 26 November 2003 | UNDP
On 25-26 November the Second Session of the International Dniepr Basin Council (IDBC) was held in the “Alesya” recreation center in the village of Olekhnovichy. IDBC was set up within the framework of the UNDP-GEF* program for ecological rehabilitation of the Dniepr river basin to ensure the efficient international mechanism for coordination of efforts of the three countries (Belarus, Russia and Ukraine) aimed at ecological rehabilitation of the Dniepr.

The international conference “Current information technologies and social importance of libraries” was held in Minsk on 29-30 October. The conference was sponsored by the Belarusian Library Association, the Ministry of Culture of the Republic of Belarus and the United Nations Development Program (UNDP) in Belarus. The conference brought together 362 participants including 355 representatives from Belarus (244 people from the city of Minsk, 18 people from the Minsk region, 9 people from the Brest region, 21 – from the Vitebsk region, 41 – from the Gomel region; 10 – from the Grodno region and 12 - from the Mogilev region), 3 representatives from Russia, 1 representative from Ukraine and 3 representatives from Lithuania.

This is the first publication in a series of the World Bank's reports investigating regulatory environment in different countries, the procedures of enforcing and reforming regulatory norms and the efficiency of regulatory systems in countries with different level of social and economic development. The Report compares 130 countries including the Republic of Belarus on the basis of the new quantitative indicators of business regulations in such areas as starting a business, hiring and firing workers, enforcing contracts, getting credits and closing a business. In 2004 and 2005 Doing Business will discuss other factors influencing the economic performance of enterprises.

Mr. Neil Buhne (Canada) has been working as a UNDP Resident Representative/UN Resident Coordinator in Belarus since 5 July 1999. Before assignment to Belarus he had worked for UNDP in progressively more responsible positions for 14 years in five countries, most recently as UNDP Deputy Resident Representative for Malaysia, Singapore and Brunei-Darussalam, and before that in Pakistan, Bhutan, Sudan and Sri Lanka. Mr. Buhne holds a Master’s Degree in International Affairs from the Norman Patterson School of International Affairs, Carleton University, Ottawa, Canada. Next Mr. Buhne’s assignment within UN system will be the post of UNDP Resident Representative/UN Resident Coordinator in Bulgaria.

On 5 August 2003 the new project of United Nations Population Fund (UNFPA) was signed at the UN Office in Belarus. The title of the project is «Improved and Extended Access to Youth Reproductive Health Services and Information».

Like other countries, Belarus has appropriate capacities to preserve the available supplies of fresh water. Much would obviously depend on the Belarusian people themselves. Upon request of the UN Office in Belarus, the «Zerkalo» Sociological Service of the BelaPAN News Agency conducted a survey of the Belarusian capital’ dwellers. The results of the survey have reflected the public opinion on some issues related to the preservation of water resources.

The United Nations Office in Belarus Co-Sponsors an Ecological Logo Competition 30 January 2003
The ecological logo will be accepted as the standard logo for marking healthy and environmentally friendly products manufactured in Belarus, which are more ecologically preferable in comparison with similar kinds of products. The logo will be placed on the products as well as on the packaging.

Brussels the United Nations Development Programme (UNDP) launched a report
“Avoiding the Dependency Trap” on the life of the Roma (Gypsies) in the
countries of Central and Eastern Europe. According to UNDP, today from 4 to 5
million Roma live in Europe. The results of the report are based on the answers
of 5 034 Roma living in five European states, which are going to become the
members of the European Union: Bulgaria, Hungary, Romania, Slovakia and the
Czech Republic.
