 ILO and Belarus 

Belarus has been a member of the International Labour Organisation (ILO) since 1954. The basis of its work in the country is found within a document titled Country Objectives, which outlines country needs and defines the organisation's objectives with respect to specific social and labour issues faced by Belarus.

ILO activities in Belarus are being coordinated by  the Subregional Office for Eastern Europe and Central Asia based in Moscow while overall coľordination falls under jurisdiction of the Genevaľbased ILO Bureau for Europe and Central Asia.

The post of National Corespondent for Belarus was introduced in March 1999. Duties include formulating requests for support in dealing with social labour issues from regional and other ILO departments, in addition to information sharing with the Government and other social partners about ongoing and proposed ILO initiatives. Accordingly, disseminating international approaches that deal with social and labour issues that are of relevance to the host country, and coľordination of technical assistance are also important functions.

The first fullľscale bilateral BelarusŚILO coľoperation programme was signed in December 1998 and covered the 1999ľ2000 period. This document was the result of an extensive preparatory process, which included extensive discussions and debates with domestic partners. The programme was extended to 2001 by special agreement between the ILO and the Belarusian Government.

Implementation of the programme was accomplished through:

  • joint technical coľoperation projects;
  • local and international governmentľtargeted and other social partner seminars involving ILO experts;
  • evaluation of draft legislation on social and labour issues by ILO experts;
  • international study tours and internships for Belarusian partners;
  • ILO advisory missions at the request of the Government to address current social and labour issues.
