Evaluation Forum for CDM Winning Projects was Held in Chisinau
Over one
hundred representatives of NGOs from the three countries, government officials, donors,
experts and journalists have attended the event, where an evaluation and
analysis of the winning projects of the 2003 CDM competition was done after one
year of project implementation. The evaluation was based on the CDM conducted in
Minsk in May 2003. This way, the World Bank offered the NGOs the opportunity to
present publicly the achieved results following the involvement of local
communities in addressing development challenges.
The World Bank team,
participating in the Forum, was headed by Mr Luca Barbone, the World Bank
Director for Ukraine, Belarus and Moldova. He said that the Country Development
Marketplace competition is a very important activity for all concerned —
nongovernmental organizations that have
implemented projects, the World Bank that has
learned and gained useful experience for its future strategies, as well as for
the local and central authorities, which had the possibility to evaluate all
elements of civic participation. «Our main purpose was to provide a Forum for
all participants, to exchange experience, lessons and ideas, and to show them to
the region, to the world and to various networks. It is a great achievement to
have important impact at the local level by offering small grants», stressed Mr
Barbone.
Opening the Forum, Mr Vasile
Iovv, First Deputy PrimeMinister of Moldova, thanked the World Bank for the
idea of creating a transparent and efficient partnership between the public and
civic private sectors, with the active participation of civil society. During
the first day of the Evaluation Forum an exhibition of the winning projects in
CDM competition was organized, offering participants and guests a good framework
for dialogue about the implemented ideas. For an efficient promotion of the
achieved results, a brochure comprising the implementation results was published
in English and Russian and disseminated during the Forum to all participants and
guests.
During the country presentations
and the three workshops — on Social Development, Community Development and
Sustainable Development — the country presenters and participants have shared
their experience and knowledge, mentioning the role of NGOs in putting into
practice the new ways in problem resolution. In their opinion, the Evaluation
Forum has served as a basis to the dissemination of ideas among the
representatives of civil society organizations from Belarus, Moldova and
Ukraine.
Zhanna Shestovets, the Country Presenter from Belarus, said that hundreds
of people were staying behind these projects which have been given essential
support. «Our objective was to involve communities in solving the most ardent
problems. The main success is that we have enhanced the cooperation between
international organizations, which have supported the local communities in
finding new financial resources for their further activities, ensuring, this
way, the sustainability of their initiatives», — underlined Zhanna
Shestovets.
