Map of Single-Industry Towns of Belarus Reflects Situation at Labor Markets
The map of
singleindustry towns was developed based on the findings of the monitoring
conducted in 44 small towns with monoproduction structure of the local economy.
The information file was composed using the data of the regional and city
departments of statistics and analysis, local job placement services and
statistical records of cityforming enterprises. The map reflects the key labor
market dimensions of a concrete singleindustry town, the degree of social
tension and indicates whether there are job placement services and business
support centers or how far they are located from singleindustry towns. The
findings will be used by the Ministry of Labor and Social Protection in
developing the National Employment Program for 2005 thus allowing to prevent
negative social impacts in small towns.
Minister of
Labor and Social Protection Antonina Morova recommended to present the map of
singleindustry towns at the next regular meeting of the Ministry of Labor and
Social Protection and to inform the regional and district executive committees
about the situation at the labor markets in singleindustry towns. Ms Morova
expressed sincere gratitude to the United Nations Development Program,
particularly to Project Coordinator Lyudmila Istomina and consultants of the
miniprojects for support and high professionalism during project
implementation.
BACKGROUND:
Miniproject
«Assistance to the Government of Belarus in Elaboration of Unemployment and
Poverty Early Prevention System in SingleIndustry Towns» was implemented from
November 2003 to June 2004. It was intended to assist the Ministry of Labor and
Social Protection in elaboration of the system for early prevention of
unemployment and poverty in singleindustry towns of Belarus.
At present more then 643 thousand people or 6.5% of the Belarusian
population live in singleindustry towns. In a number of towns the share of
young people in the unemployed population exceeds 50%; the share of longterm
unemployment is above 40%. In eight singleindustry towns there are no vacancies
at all or the number of applicants for one vacancy are many (for example in the
town of Baran of the Vitebsk region there were 95
people).
